saphan feature

saphan feature list
Lists each feature with whether the licence makes it available (and in which edition), whether it is switched on (and who signed that), and whether it is active.
saphan feature set
Switches one feature on or off as the owner's signed choice, with the reason recorded inside the signature. A feature the licence does not include is refused before anything is signed. Rehearse it with saphan dry-run feature set.
